Good thing you put "animation" in the title.
I wouldn't have been able to figure that out on my own otherwise.

But joking aside, there's no real reason for this cartoon to exist. Very much pointless.
The TV breaks, by no means. Then Gir gets angry. Then it's over?
I dunno man, whatever your intentions may have been here, it's extremely lacking in every way possible.
This is more like something you'd see from someone if they were testing things out, dabbling how to use the animation program of their choice. This should not be considered a full and finished cartoon.
There could have been more, this could have been better, if it didn't just suddenly end. Could have worked on this more and built up a whole storyline of who disabled the TV's connection, and Gir acting on his own to take them out. I dunno, just spitballing here.
Here's hoping you do better next time.

Some good ideas here. Character designs are very nice and so is the art.
The pacing could be a bit faster, a lot of shots lingered on for slightly longer than they needed to.
And that audio peaking, that's no good at all. A very common rookie mistake, but I suggest looking into fixing that before recording anything further.
Overall it's a good proof of concept, not ground breaking or anything, but I could see this getting a small following.

Yeah, a lot of this video was a first for me. And I know about the audio peaks as well, hahah! They hurt me ears, but you're right, I gotta work on that.

Practice, one thing that you need is plenty of practice.

You can draw, sure. But you currently lack what it takes for animation to really work.
Just drawing inbetween drawings to make movement isn't enough, gotta learn yourself some smears and easing. And as previously stated in the previous review, inconsistent proportions. Yeah, that's a real problem. Very common when you start out, but you'll grow out of it.
You're on the right path, just gotta put that work in so you can get better.

Perhaps trying something different that's something not Game Grumps / Star Bomb related? You don't want to be stuck in a rut doing the same things over and over. Try out new things. Even do animation tests and just keep them to yourself.
Whatever you can do to hone your skills.

Thanks for the tips. If there is any other techniques you could fill me in on let me know. This was my first frame by frame vid. I would like to practice but I rarely get free time to myself in this world, so anything I animate is gonna be towards a finished video. And I can do voices and have original stuff planned but I just wanna animate and not worry about the other stuff yet, so I'm doing more Starbomb and Grumps stuff soon. What do you suggest for the lines? A consistent thickness or have the lines vary.

Not too bad. This is like something you'd see from a student animation.
But with that said, there's defiantly room for improvement.
Practice and you WILL get better.

It is a student animation. One of my first animations from years ago.

Rad. Using one of my favourite songs, all good stuff. But make sure to leave credit, people get mad about that kind of thing.
Only change that I would make is that the pacing is a bit slow at the start before the music kicks in, those still shots linger on for a bit longer than they need to.

I draws stuff and it creates the illusion of motion sometimes.
